Prevent non Capital & Reserves nominals (of the current/default CoA) being selected as a Charitable funds reserve nominal

It is possible (in Version 28.1) to choose any nominal as the reserve nominal for a fund, including a P&L nominal! This should NOT be possible.

Once a transaction for that fund has been posted to the reserve nominal it is impossible to change it for the Fund.
