To allow charities funds to be sub-categorised for multiple funds.

As a charity with more than one fund within each category (General, Restricted, Designated) because our money does not just go into one pot, we require the facility to analyse all our funds separately (and in line with Charity Commission rules) but so that they sit outside of the P&L. Eg Restricted Fund - Music, Restricted Fund - Buildings & Maintenance, etc.

I use Departments for different projects but would be useful if you could allocated a fund to a department

I'm confused over your request. Are you using the Charitable funds module?

We are and each fund activity has a complete list of transactions (in the P&L and to its BS reserve nominal) for that fund.

The module recognises (labels) three fund types: Restricted, Unrestricted and Endowment; Designated funds are not separately labelled, but they are effectively a sub category of Unrestricted funds (they are money put aside for a purpose from the General Fund, but can be undesignated and returned if desired). Sage itself puts no restrictions on the use of the funds - they are just labels to help you know what type of fund you have and for reporting purposes.
